We are seeking a highly motivated and results-oriented Procurement Officer to join our Procurement team. This role offers an exciting opportunity to support strategic procurement initiatives, drive operational efficiency, and contribute to the delivery of value-for-money procurement solutions across the Bank.

Position Summary

Reporting to the Head of Procurement, the Procurement Officer will support the planning, execution, monitoring, and continuous improvement of procurement activities across the Bank. The role is responsible for ensuring that procurement processes are conducted in compliance with organizational policies, regulatory requirements, and international procurement standards while promoting transparency, efficiency, cost-effectiveness, and risk mitigation.

The successful candidate will play a key role in supplier management, contract administration, procurement planning, budget control, reporting, and procurement systems management.

Key Responsibilities

Procurement Strategy, Policy & Governance

  • Support the development and implementation of innovative, efficient, and cost-effective procurement strategies aligned with the Bank’s strategic objectives.
  • Assist in reviewing and improving procurement policies, procedures, and operational frameworks.
  • Promote adherence to procurement policies and ensure compliance across all departments.
  • Monitor industry developments, procurement trends, and emerging best practices to improve procurement performance.
  • Support the implementation of procurement governance and control measures.

Procurement Planning & Execution

  • Execute procurement activities in accordance with DBG’s procurement policies and procedures.
  • Support the preparation and implementation of annual procurement plans.
  • Coordinate procurement requirements across departments to ensure timely acquisition of goods, works, and services.
  • Prepare and manage procurement documentation, including:
    • Requests for Quotations (RFQs)
    • Requests for Proposals (RFPs)
    • Expressions of Interest (EOIs)
    • Tender Advertisements
    • Bid Evaluation Reports
    • Purchase Orders
  • Source quotations and proposals from qualified vendors and service providers.
  • Facilitate procurement assessments during project appraisal and implementation stages.
  • Coordinate procurement activities with internal stakeholders and project teams.
  • Monitor supplier performance and contract execution to ensure service delivery standards are met.

Supplier & Vendor Management

  • Identify, evaluate, and engage qualified suppliers and service providers.
  • Build and maintain strong supplier relationships to enhance service quality and value delivery.
  • Support contract negotiations to secure competitive pricing and favorable commercial terms.
  • Conduct vendor due diligence and supplier performance assessments.
  • Review existing supplier agreements and contracts to ensure continued relevance and compliance.
  • Maintain an updated supplier database and vendor performance records.

Contract Management

  • Support the administration and monitoring of procurement contracts.
  • Ensure all procurement contracts comply with applicable legal, regulatory, and organizational requirements.
  • Track contract milestones, service levels, deliverables, and renewal dates.
  • Assist in resolving supplier performance issues and contractual disputes.

Risk Management & Compliance

  • Identify, assess, and mitigate procurement-related risks.
  • Ensure compliance with:
    • Public Procurement Act, 2003 (Act 663), as amended
    • World Bank Procurement Regulations and Procedures
    • Internal procurement policies and governance standards
  • Conduct procurement due diligence and vendor risk assessments.
  • Monitor regulatory developments and assess their impact on procurement operations.
  • Support audit exercises and ensure procurement records remain complete, accurate, and audit-ready.

Budget Management & Cost Optimization

  • Support procurement budgeting and resource planning activities.
  • Monitor procurement expenditures and ensure adherence to approved budgets.
  • Analyze spending patterns and procurement data to identify cost-saving opportunities.
  • Recommend process improvements that enhance operational efficiency and reduce procurement costs.
  • Promote value-for-money procurement principles throughout the procurement lifecycle.

Procurement Systems & Inventory Oversight

  • Support the management and optimization of procurement systems and technology platforms.
  • Monitor systems used for tracking procurement transactions, inventory, supplier performance, and contract management.
  • Ensure procurement-related information systems remain secure, accurate, and effective.
  • Support inventory monitoring and supply chain visibility where applicable.

Reporting & Performance Monitoring

  • Prepare monthly, quarterly, and annual procurement reports.
  • Monitor and report on procurement performance indicators.
  • Provide analysis and recommendations to support informed decision-making.
  • Prepare procurement summaries and management reports for review by the Head of Procurement and Senior Management.
  • Track procurement savings, supplier performance metrics, and procurement cycle times.

Qualifications & Experience

Educational Requirements

  • Bachelor’s Degree in:
    • Procurement Management
    • Supply Chain Management
    • Logistics Management
    • Business Administration
    • Commerce
    • Economics
    • Or a related discipline

Professional Certification

The following certifications will be an added advantage:

  • Chartered Institute of Procurement & Supply (CIPS)
  • Member of CIPS (MCIPS)
  • Chartered Procurement Professional qualifications
  • Other relevant procurement and supply chain certifications

Experience

  • Minimum of 5 years’ relevant experience in procurement, supply chain management, strategic sourcing, or contract administration.
  • Proven experience managing procurement activities within a regulated environment.
  • Demonstrated knowledge of public sector or development finance procurement processes is highly desirable.
  • Experience working with donor-funded projects and international procurement frameworks will be an advantage.
