WFP is seeking a highly experienced Senior {TESS+} Assessment Officer to enhance telecommunications security systems within the UN humanitarian framework.
Job Title: Senior {TESS+} Assessment Officer, Telecommunications Security Standards {TESS+}
Location: Fully Remote (with travel as required)

Contract: WAE Consultant (Level III)
Duration: 11 months
This role involves assessing field communications capabilities, providing operational support, and developing standards in the intersection of security, technology, and humanitarian response.
The position offers a unique opportunity for professionals with deep UN security and telecoms expertise to make a global impact through innovative security communication solutions.
Key Responsibilities
Leadership in Assessments and Recommendations
- Lead remote and on-site assessments of security communication systems (SCS) in collaboration with humanitarian partners.
- Provide pragmatic, cost-effective recommendations balancing operational needs, security risks, and local conditions.
Technical Guidance and Support
- Offer technical guidance and operational support to field teams for deploying and utilizing SCS solutions.
- Coordinate with UN agencies, NGOs, and security professionals to ensure endorsed implementation of SCS recommendations.
Stakeholder Engagement
- Collaborate with local, regional, and headquarters stakeholders, including Security Management Teams and security professionals.
- Facilitate resources and support for critical upgrades and technical deployments.
Standards Development and Policy
- Contribute to the continuous update of SCS technical standards, procedures, and guidance for UN security personnel.
- Support the development of security communication policies aligned with evolving technology standards.
Representation and Coordination
- Act as the Officer-In-Charge or coordinator during senior staff absences, ensuring seamless project continuity.
Qualifications & Experience
Education
- University degree in Telecommunications, Technology, Business, Project Management, or related field.
Experience
- Minimum of 15 years of international experience in UN operations or UN security, including field and headquarters roles.
- Proven leadership in emergency projects, security, and telecommunications services.
- Extensive operational experience in security and emergency communication technologies.
Skills & Knowledge
- Deep understanding of UN Security Communications Systems and performance evaluation.
- Strong knowledge of UN Security Management System and related security standards.
- Ability to manage complex, multi-stakeholder projects involving UN agencies and NGOs.
- Experience with global SCS standards, SOPs, and policies.
- Proven ability to engage effectively with senior UN leadership and security professionals.
Languages
- Fluency in English (Level C).
- Intermediate knowledge of a second UN official language (Arabic, Chinese, French, Russian, Spanish, or Portuguese) is recommended.
