Role Summary
The Senior Manager – Compliance & Financial Crime (AMLRO, Ghana) is a critical senior compliance role responsible for overseeing and maintaining the effectiveness of the Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and broader financial crime compliance framework of PAYINC GHANA LTD (PayInc Group’s licensed entity in Ghana).
The role holder will act as the designated AML Reporting Officer (AMLRO) for PAYINC GHANA LTD and will design, implement, and maintain a robust AML and financial crime control framework, ensuring alignment with the Anti-Money Laundering Act, 2020 (Act 1044), the Anti-Terrorism Act, 2008 (Act 762), the Payment Systems and Services Act, 2019 (Act 987), and the AML/CFT directives and guidelines of the Bank of Ghana and the Financial Intelligence Centre (FIC).
The role is pivotal in safeguarding PAYINC GHANA LTD’s integrity, reputation, and regulatory standing in a rapidly evolving Ghanaian fintech and payments environment.
Key Duties and Responsibilities
Regulatory reporting and engagement
• Act as the designated AMLRO for PAYINC GHANA LTD, with overall responsibility for the oversight and effectiveness of all AML and CTF obligations within PAYINC GHANA LTD’s operations.
• Manage the end-to-end suspicious transaction reporting process, including the receipt, review, investigation, escalation, and filing of Suspicious Transaction Reports (STRs) with the Financial Intelligence Centre (FIC), and act as the primary liaison with the FIC, the Bank of Ghana, and relevant law enforcement authorities.
• Support regulatory examinations, audits, and inspections relating to AML and financial crime, including the remediation of identified findings.
AML and financial crime framework and controls
• Maintain and continuously enhance PAYINC GHANA LTD’s AML and financial crime frameworks, policies, procedures, and controls, ensuring effective identification, assessment, monitoring, and mitigation of money laundering, terrorist financing, and proliferation financing risks.
• Collaborate with Product, Technology, Operations, Risk, and Group compliance teams to embed compliance by design, clarify regulatory requirements, and drive the effective implementation of AML and financial crime controls.
Risk assessment and regulatory monitoring
• Conduct enterprise-wide and product-specific AML and financial crime risk assessments for PAYINC GHANA LTD, ensuring timely escalation and effective management of material risk issues.
• Ensure ongoing compliance with applicable Ghanaian regulatory requirements, including the Anti-Money Laundering Act, 2020 (Act 1044), the Anti-Terrorism Act, 2008 (Act 762), the Payment Systems and Services Act, 2019 (Act 987), and Bank of Ghana and FIC AML/CFT directives and guidelines, and monitor regulatory developments to advise senior management on emerging AML and financial crime risks.
Training, reporting, and culture
• Develop and deliver AML and financial crime training programmes and promote a strong compliance and financial crime risk culture across PAYINC GHANA LTD.
• Prepare and present clear and comprehensive AML and financial crime reports and management information to senior management, the Board, and regulators.
Competency Specification
Education
A bachelor’s degree in Law, Finance, Risk Management, Compliance, or a related discipline.
Required experience level
Minimum of 5 to 7 years’ experience in AML, financial crime, compliance, or regulatory roles within financial services, fintech, or payments.
Key Competencies / Skills (Must-haves)
• Strong knowledge of Ghanaian AML/CTF legislation and Bank of Ghana and FIC regulatory expectations.
• Proven experience acting as an AMLRO/MLRO or in a senior financial crime role.
• Demonstrated ability to manage STR reporting and regulatory engagement.
• Strong analytical, investigative, and risk assessment skills.
• High level of integrity, independence, and sound judgement.
Desired Competencies (added advantage)
• Professional certification such as ICA, ACAMS, or CISI.
• Experience in a scaling fintech, payments, or mobile money environment.
• Familiarity with Bank of Ghana payment systems regulation and electronic/mobile money compliance.
Skills and Abilities
• Excellent written and verbal communication skills.
• Ability to influence senior stakeholders and challenge constructively where required.
• Strong organizational skills with the ability to manage competing priorities.
• Fluency in English; an additional language (e.g, French) is an advantage.
