Cardinal Namdini Mining Limited (CNML) is a subsidiary of Shandong Gold Mining Co. Ltd., a globally recognized mining company listed on both the Shanghai Stock Exchange (SSE) and the Hong Kong Stock Exchange (HKSE).

As part of our continued growth, we are seeking a qualified, results-driven, and highly motivated professional to join our Supply Chain Management Team as a Procurement & Logistics Officer.
JOB PURPOSE
The Procurement Officer will play a dual role within the Supply Chain Management Department, supporting both procurement and logistics operations.
The successful candidate will be responsible for sourcing goods and services, supplier management, contract negotiations, purchase order administration, and procurement compliance. The role will also support logistics activities, including freight coordination, importation processes, customs clearance, and delivery management to ensure the timely availability of materials and equipment required for mining operations.
Additionally, the role will support local content initiatives to ensure compliance with Ghana’s local content regulations and promote the participation of local suppliers and businesses within the company’s supply chain.
KEY RESPONSIBILITIES
Procurement Management
- Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), and other procurement documentation.
- Conduct supplier evaluations, commercial assessments, and bid analyses.
- Lead and participate in supplier negotiations relating to pricing, delivery schedules, terms, and conditions.
- Develop and maintain strong relationships with suppliers and service providers.
- Manage pre-award and post-award procurement activities.
- Generate and process purchase orders in accordance with company policies and procedures.
- Maintain accurate procurement records and documentation.
- Monitor supplier performance and recommend corrective actions where necessary.
- Promote compliance with procurement policies, procedures, and standard operating processes.
- Identify opportunities for process improvement and procurement efficiency.
- Support strategic sourcing initiatives that achieve value for money and operational excellence.
Logistics & Freight Coordination
- Coordinate freight forwarding, shipment tracking, and logistics activities for imported and locally sourced materials.
- Support offshore and destination freight handling processes.
- Liaise with freight forwarders, customs agents, transport providers, and relevant regulatory agencies.
- Facilitate customs clearance and ensure timely delivery of materials and equipment.
- Monitor logistics schedules and proactively resolve transportation challenges.
- Ensure logistics activities comply with company standards and regulatory requirements.
Local Content & Stakeholder Engagement
- Serve as the Supply Chain focal person for Local Content initiatives.
- Collaborate with the Corporate Social Responsibility (CSR) Department to support local content implementation.
- Assist in administering the requirements of Ghana’s Local Content Regulations (L.I. 2431).
- Work closely with internal user departments to increase local procurement spend.
- Support supplier development and capacity-building initiatives for local businesses and contractors.
- Assist in monitoring and reporting local content performance indicators.
Compliance & Continuous Improvement
- Ensure procurement and logistics activities comply with corporate policies, industry regulations, and statutory requirements.
- Support audits and procurement reviews when required.
- Contribute to the development and enhancement of procurement systems and processes.
- Perform other duties as assigned by management to support operational objectives.
QUALIFICATIONS & EXPERIENCE
Educational Requirements
- Bachelor’s Degree or Higher National Diploma (HND) in:
- Supply Chain Management
- Procurement Management
- Business Administration
- Logistics Management
- Or a related field
Professional Advantage
- Professional procurement or supply chain certification will be an added advantage.
- Chinese language proficiency will be considered a significant advantage.
Experience
- Minimum of five (5) years’ relevant experience in procurement, logistics, or supply chain management.
- Experience within the mining, manufacturing, engineering, or heavy industrial sectors will be an advantage.
- Hands-on experience managing procurement cycles, supplier relationships, and logistics operations.
TECHNICAL KNOWLEDGE & SKILLS
- Strong knowledge of procurement and sourcing practices.
- Working knowledge of logistics and freight management processes.
- Understanding of contract administration and supplier performance management.
- Proficiency in Microsoft Office applications.
- Experience using SAP ERP systems will be an added advantage.
- Excellent negotiation and supplier relationship management skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Ability to manage multiple priorities and meet demanding deadlines.
- Exceptional attention to detail and accuracy.
