Title: Operations and Grants Manager
Term: Full-time Independent Contractor Agreement for 6 months, with possibility for renewal
Start Date: 1 June 2026, or as soon as possible
Reports to: Operations Director

ROLES AND RESPONSIBILITIES
GRP is looking for an Operations and Grants Manager who will be part of the Operations and
Finance Team. This position is a mid-level position and can be remotely located, with the option of
being based at an office in Cape Town or Stellenbosch, South Africa. The Operations,
Procurement and Grants Manager is responsible for ensuring effective and compliant
management of day-to-day organizational operations, grants, procurement, and contractual
processes within the organization. The role will provide management, oversight, and technical
support to ensure that all donor funds and organizational resources are managed with
transparency, accountability, and in line with donor and organizational requirements, while also
supporting the smooth functioning of internal operations.
Main Responsibilities:
Grants Management
- Oversee the full grant management cycle, including proposal review, due diligence, award,
implementation monitoring, compliance checks, reporting, and close-out. Working in
collaboration with the Programmes team. - Review and interpret donor agreements, ensuring compliance with donor rules,
organizational policies, and local laws. - Maintain and improve grant management systems, templates, and tracking tools.
- Support program teams and partners in understanding grant requirements, deadlines, and
reporting standards. - Monitor grant budgets, expenditures, and deliverables in collaboration with Finance and
Programs teams. - Support timely submission of accurate financial and narrative donor reports.
Operations Management - Oversee and coordinate day-to-day operational functions of the organization, ensuring
smooth and efficient internal processes across teams. - Develop, implement, and maintain operational policies, procedures, and standard
operating procedures (SOPs) to support organizational effectiveness. - Support human resources administration including onboarding, contractor management,
staff record-keeping, and coordination with HR and Finance on personnel matters. - Manage organizational assets, office administration, and service agreements with
facilities, IT, and other operational vendors. - Support planning and coordination of organizational events, team meetings, and retreats,
including logistics and budget management. - Monitor organizational operational risks and support the development and
implementation of business continuity measures. - Support and manage fiscal sponsorship as required.
Procurement - Develop, update, and enforce procurement policies and procedures in line with donor and
organizational standards. - Lead procurement planning, tendering, bid evaluations, vendor selection, and contract
negotiations. - Maintain a transparent and competitive procurement process that ensures value-formoney and timely delivery and is in line with any procurement processes required by the
funder. - Establish and maintain a vendor database with due diligence and compliance
documentation. - Provide training and guidance to staff and partners on procurement rules and procedures.
Contracts & Compliance - Draft, review, and negotiate contracts, agreements, and MoUs with donors, partners, and
vendors. - Ensure all contracts are compliant with legal, regulatory, and donor requirements.
Track and manage key contract deliverables, obligations, and renewal dates. - Maintain a comprehensive and organized filing system for grants, procurement, and
contracts. - Provide ongoing capacity building and advice to staff and partners on compliance and risk
mitigation.
Cross-Cutting Functions - Collaborate with Finance, Programs, and Senior Management to align grants,
procurement, and contracts management with organizational goals. - Identify risks related to grants, procurement, and contracts, and propose mitigation
measures. - Lead preparation and follow-up for audits and donor verifications.
- Contribute to the continuous improvement of systems, tools, and processes.
- Contribute to capacity building among staff on internal control, grant management,
procurement, etc.
Deliverables & Key Performance Indicators (KPIs) - Team player who collaborates well with others and contributes to a positive working
environment. - Documented and up-to-date operational SOPs, policies, and process guides.
- Up-to-date grants tracking system and compliance reports.
- Procurement plans and reports, with documentation for all procurements.
- Database of vendors, partners, and contracts with due diligence documentation.
- Standardized contracts, templates, and tools.
QUALIFICATIONS - Advanced degree in Business Administration, Finance, Procurement, Law, International
Development, or related field. - Minimum 5–7 years of progressive experience in operations management, grants
management, procurement, and contracts administration, preferably with NGOs or
international organizations. - Strong knowledge of donor rules and regulations (e.g., EU, UN agencies, bilateral donors
and foundations). - Proven experience in procurement management, contract management, and compliance
monitoring. - Demonstrated capacity to build systems and manage multi-stakeholder processes.
- Experience in operational planning, administration and organizational process
improvement. - Excellent communication skills.
- High integrity, attention to detail, and ability to work under pressure.
- Priority will be given to nationals from ODA eligible countries.
TERMS OF THE CONTRACT
The work related to this TOR will commence on 1 June 2026 and finish on 30 November 2026,
with possibility for renewal. The period of the contract will be for 6 months, with a one-month
probation period. There is potential for renewal depending on performance and availability of
funding. This is a 100% contractor position with 40 hrs work per week. The monthly rate is
commensurate with qualifications and experience, within a range of USD 5,000 to USD 6,000.
The candidate should have access to a computer, phone and internet connection. The monthly
rate is inclusive of the compensation for using own work equipment. GRP strives to be a
