Our multinational client who is a leading apparel manufacturer in Ghana, is seeking a Head of HR and Compliance to join their team. Reporting to the General Manager, you will primarily be responsible for overseeing all human resources and compliance functions, including HR strategy, employee engagement, recruitment and talent management, compensation and benefits, compliance and safety, leadership development, workforce wellbeing and adherence to local laws and international standards.

Responsibilities

  • Develop, review and implement HR strategies, policies and procedures.
  • Enhance employee engagement, well-being and trust through surveys and grievance mechanisms.
  • Provide training and guidance to HR teams for effective policy execution.
  • Lead recruitment, onboarding, and talent development initiatives.
  • Build strategic talent pipelines, including programs for middle management and Graduate Trainee Programs.
  • Support career development and succession planning for management teams.
  • Manage compensation, benefits and payroll compliance for local and expatriate employees.
  • Design and refine performance incentive programs.
  • Lead pay review discussions with worker committees and provide employee education on compensation and benefit packages.
  • Plan HR and compliance strategies for scaling from 850 to 1,800 employees by 2026.
  • Build systems for large-scale recruitment, onboarding and training.
  • Mitigate risks associated with workforce growth, including absenteeism, turnover and well-being.
  • Lead compliance and health & safety initiatives, ensuring continuous adherence to legal and international standards (WRAP, GRS, GOTS).
  • Maintain audit readiness and oversee corrective actions.
  • Build relationships with local and national authorities to stay informed about changing compliance regulations and ensure continuous adherence.
  • Conduct leadership competency assessments and 360-degree feedback sessions.
  • Deliver coaching and leadership programs to enhance managerial skills.
  • Foster a culture of feedback, accountability and continuous development.
  • Liaise with the Sourcing and Logistics team to ensure the integration of Human Rights Due Diligence (HRDD) in the supply chain to ensure compliance with international human rights standards.
  • Maintain risk registers and monitor operational and compliance risks.
  • Ensure compliance with new EU regulations affecting the textile and apparel industry.
  • Prepare monthly reports on factory progress, risk analysis and next priorities to help with decision making.
  • Prepare and complete Monitoring & Evaluation (M&E) framework for each benefit programme and make recommendations for future programmes.
  • Support clients’ and brands’ visits to the factory to help showcase the organisation’s progress and vision for impact to foster engaged and lasting partnerships.
  • Support the creation of marketing materials highlighting the factory’s social compliance and impact for partner brands, development agencies, and funding partners.


Requirements

  • Must possess at least a Master’s degree in Human Resources, Business Administration or a related field.
  • Must possess at least five (5) years of experience in HR management within the manufacturing industry.
  • Must possess strong knowledge of Ghana Labour Law and compliance requirements.
  • Proven ability to liaise with stakeholders such as GRA, SSNIT/GLICO, Labour Commission, Immigration, Government authorities, and Free Zone entities.
  • Experience contributing to sustainability and certification processes (EDGE, ISO, WRAP) is a plus.
  • Possess strong communication (Verbal and Written) and interpersonal skills.
  • Proven ability to lead proactively, engage diverse stakeholders and manage teams effectively with strong cultural sensitivity.
  • Ability to adapt and multitask in a fast-paced working environment.
