About Cardinal Namdini Mining Ltd.

Cardinal Namdini Mining Ltd. (CNML) is a subsidiary of Shandong Gold Mining Co. Ltd., a company listed on the Shanghai Stock Exchange (SSE) and the Hong Kong Stock Exchange (HKSE).

CNML is developing its flagship gold mining project in the Upper East Region of Ghana, with a strategic vision to become a highly valuable, responsible, and world-class gold mining enterprise.

Job Purpose

The Procurement Officer will oversee purchasing activities to ensure cost efficiency, quality assurance, and compliance with company standards. The role involves sourcing, supplier evaluation and management, contract negotiation, tender processes, and maintaining accurate procurement records.

Key Responsibilities

Procurement & Sourcing

  • Develop procurement plans for equipment, services, and supplies.
  • Prepare and issue Requests for Proposals (RFPs) and Requests for Quotations (RFQs).
  • Research and evaluate supplier qualifications and capabilities.
  • Conduct detailed proposal evaluations and negotiate to achieve target costs.
  • Lead negotiations on pricing, delivery schedules, and contractual terms.

Supplier & Contract Management

  • Manage pre-award and post-award supplier activities.
  • Maintain and update supplier information including qualifications, product range, and performance history.
  • Handle supplier negotiations relating to pricing, delivery, and exceptions to purchase orders and terms.
  • Support contracting processes (added advantage).
  • Develop and maintain strong supplier relationships.

Process Improvement & Compliance

  • Promote adherence to procurement standard operating procedures.
  • Identify and implement continuous process improvements.
  • Ensure compliance with internal standards and governance frameworks.
  • Maintain the Supplier Management Process and ensure audit readiness.

Qualifications & Experience

Minimum Qualifications

  • Bachelor’s Degree or Higher National Diploma (HND) in Procurement, Supply Chain Management, Business Administration, or related field (or equivalent combination of education and experience).
  • Professional certification in Supply Chain or Procurement is an added advantage.

Experience

  • Minimum of five (5) years’ relevant experience in procurement or supply chain roles.
  • Proficiency in MS Office; SAP knowledge is an added advantage.
  • Experience working in high-demand, deadline-driven environments.
