Are you passionate about workplace safety, regulatory compliance, and promoting a strong safety culture? A reputable company within the Oil & Gas industry is seeking a proactive, detail-oriented, and experienced Health, Safety & Environment (HSE) Officer to join its team in Accra.
The successful candidate will be responsible for implementing, monitoring, and continuously improving health, safety, and environmental management systems to ensure a safe and compliant working environment.
Position Summary
The HSE Officer will play a critical role in identifying workplace hazards, assessing risks, implementing safety programs, ensuring regulatory compliance, conducting investigations, and promoting a culture of health and safety across the organization. The role requires strong analytical, communication, and problem-solving skills, as well as a commitment to operational excellence and continuous improvement.
Key Responsibilities
Hazard Identification & Risk Assessment
- Identify potential workplace hazards and assess associated risks.
- Conduct routine safety inspections, audits, and risk assessments.
- Develop and implement effective risk mitigation strategies.
- Recommend corrective and preventive actions to improve workplace safety.
Safety Program Implementation
- Develop, implement, and maintain health, safety, and environmental policies and procedures.
- Promote a proactive safety culture through continuous monitoring and improvement initiatives.
- Ensure all safety programs align with company standards and industry best practices.
- Support the implementation of safety management systems and operational controls.
Regulatory Compliance
- Ensure compliance with applicable occupational health, safety, and environmental regulations.
- Monitor changes in regulatory requirements and advise management accordingly.
- Maintain compliance documentation and support regulatory inspections and audits.
- Ensure adherence to company policies and international safety standards.
Incident Investigation & Reporting
- Investigate workplace accidents, incidents, near misses, and unsafe conditions.
- Conduct root cause analyses and recommend corrective actions.
- Prepare detailed incident reports and maintain accurate records.
- Monitor implementation of corrective and preventive measures.
Training & Awareness
- Develop and deliver health and safety training programs for employees.
- Conduct safety orientations, toolbox talks, and awareness campaigns.
- Promote employee participation in workplace safety initiatives.
- Ensure staff are adequately trained on emergency procedures and safety protocols.
Communication & Collaboration
- Collaborate with management, employees, contractors, and external stakeholders on safety matters.
- Provide professional advice and support on health and safety issues.
- Foster a positive safety culture through effective communication and engagement.
Emergency Preparedness
- Develop and maintain emergency response plans and procedures.
- Coordinate emergency drills and evacuation exercises.
- Ensure emergency equipment and resources are available and operational.
- Support crisis management and business continuity planning activities.
Documentation & Record Management
- Maintain accurate records of inspections, incidents, audits, training, and compliance activities.
- Prepare periodic safety performance reports and recommendations.
- Ensure all documentation is current, organized, and readily accessible.
Qualifications & Experience
The ideal candidate should possess:
- A Degree or Diploma in Safety Management, Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- A minimum of three (3) years of relevant work experience in a similar health and safety role.
- Experience working within the Oil & Gas, Manufacturing, Construction, or related industries will be an added advantage.
- Professional health and safety certifications will be considered an advantage.
Required Skills & Competencies
- Strong knowledge of occupational health, safety, and environmental regulations and industry best practices.
- Excellent communication, negotiation, and interpersonal skills.
- Strong analytical, investigative, and problem-solving abilities.
- Ability to identify risks and implement effective mitigation measures.
- Proficiency in Microsoft Office applications and relevant reporting tools.
