Job Summary
In this role, the job holder’s duties will include supervising the entity’s talent to ensure daily targets are met, ensuring that all work is completed in line with entity procedures and policies, and reporting any work-related issues to senior management.
To ensure success as a Head of Property Development & Operations, the job holder should have excellent leadership skills, as well as the ability to identify entity problems and solve them quickly and efficiently. Ultimately, a top-notch entity head should have a strong working knowledge of management best practices, the ability to motivate and support the entity’s personnel, and considerable working knowledge of information technology systems and digital tools relevant to property development and operations.
Key Responsibilities
Leadership
- Provide overall strategic and executive leadership for the subsidiary, operating as a mini-CEO with full day-to-day operational authority.
- Develop and implement a clear subsidiary business strategy aligned with PREBBiE Group’s vision and priorities.
- Lead the subsidiary as a profit centre, driving growth, innovation, and long-term sustainability.
- Represent the subsidiary in external forums, partnerships, industry associations, and stakeholder engagements.
- Mentor and develop high-potential talent to ensure leadership continuity and organisational stability.
- Prepare and present board packs, attend board meetings, and ensure implementation of board resolutions.
Human Capital
- Exercise delegated authority to recruit, manage, develop, and, where necessary, terminate staff in line with Group HR policies.
- Build and sustain a high-performing, engaged, and values-driven workforce.
- Ensure consistent application of Group-wide HR policies, promoting fairness, transparency, and accountability.
- Foster a culture of professionalism, collaboration, ethical conduct, and continuous learning.
- Work closely with Group HR to address talent planning, succession, training, and performance management.
Financial Management
- Lead the subsidiary as a financially self-sustaining business unit with full accountability for financial performance.
- Develop, implement, and manage annual budgets, subject to board ratification.
- Monitor expenditure, control costs, and identify opportunities for revenue growth and profitability.
- Ensure accurate financial records, timely reporting, and compliance with Group and regulatory standards.
- Oversee tax compliance, statutory filings, and prudent financial risk management.
- Approve contracts and expenditures within delegated financial thresholds, escalating reserved matters as required.
Operations Management
- Manage and optimise day-to-day operations to ensure efficient service and product delivery.
- Establish and maintain strong operational frameworks, processes, and performance controls.
- Track key performance indicators (KPIs) and provide regular operational and performance reports to Group leadership.
- Lead subsidiary management meetings, set operational priorities, and ensure cross-functional alignment.
- Drive operational excellence, customer satisfaction, and continuous process improvement.
- Ensure compliance with national laws, industry regulations, and Group governance frameworks
Information Technology & Systems Management
- Provide strategic oversight of subsidiary IT systems to support operational efficiency, reporting, and scalability.
- Ensure effective use of technology in service delivery, financial management, and performance monitoring.
- Champion digital innovation and technology-enabled process improvements aligned with Group standards.
- Ensure data integrity, cybersecurity awareness, and compliance with Group IT and information governance policies.
- Collaborate with Group IT functions to ensure system integration, alignment, and compliance with enterprise-wide platforms.
Key Performance Indicators
1. Operational Efficiency Ratio: Measure the effectiveness of the entity converting resources into outputs while operating a profit centre.
- Target: 1.2
- Metric: Ratio of output to input (e.g., number of projects completed per quarter).
2. Project Timeliness
- Target: 95%
- Metric: Percentage of projects completed on schedule.
3. Project Budget Adherence: Demonstrate financial accountability and cost control.
- Target: 90%
- Metric: Percentage of projects completed within budget.
4. Service Delivery Turnaround Time: Ensure efficient resolution of property management and service requests.
- Target: 48 hours per request
- Metric: Average time to resolve service or support requests.
5. Team Performance and Development
a. Team member skills assessment:
- Target: 100% assessment completion
- Metric: (# team members assessed / total # team members) x 100
b. Skills development:
- Target: 90% of team members to complete at least 1 skills development training per year
- Metric: Number of team members completing skills development training/ Total number of team members) x 100
c. Employee engagement
- Target: 90% employee satisfaction rate
- Metric: Employee satisfaction survey results
d. Employee turnover rate
- Target: 5% employee turnover rate
- Metric: Number of employees who left/ Total number of employees x 100
6. Customer Complaint Resolution Rate: Resolve tenant and landlord disputes promptly and fairly.
- Target: 90% resolved within five (5) working days
- Metric: Percentage of disputes resolved within defined Service Legal Agreement.
7. Financial Management: Grow SHELBBiE’S commercial performance sustainably.
a. Cash flow management:
- Target: 90 days cash reserves
- Metric: (cash reserves / daily operating expenses)
b. Cost Savings Management
- Target: Identify and achieve 10% cost savings annually.
- Metric: (Cost Savings Achieved/ Total Costs) × 100
8. Supplier Performance Rating
- Target: 95%
- Metric: Average rating of supplier performance (timeliness, quality).
9. Quality Control Score
- Target: 100%
- Metric: Average score from quality control checks.
10. Defect Rate
- Target: 2%
- Metric: Percentage of defective products and services delivered or offered.
- Requirement: Corrective action
11. Operational Report Timeliness
- Target: 100%
- Metric: Percentage of operational reports submitted on time. Project reports will be specified in the project charter. The ad-hoc reports will be communicated by the line manager.
12. Compliance Rate
- Target: 100%
- Metric: Percentage of compliance with safety protocols, regulatory requirements, and company policies.
13. Team Member Satisfaction Score
- Target: 85%
- Metric: Average score from team member satisfaction surveys.
Conditions of Assessment
Apart from the KPIs, all talents are expected to demonstrate adherence to PREBBiE Group’s core values, code of conduct, and policies. Talents will also be assessed on their attendance, punctuality, and overall commitment to the company’s goals and objectives.

Minimum Requirements
- Minimum Master’s degree in Business Administration, Construction Project Management, Real Estate or any relevant field from an accredited university.
- Minimum of 10 years of experience in property development, real estate, construction and operations management.
- Proven track record of successful project delivery and operational excellence.
- Strong leadership, strategic thinking, and problem-solving skills.
- Excellent communication, negotiation, and interpersonal skills.
- Industry certifications (e.g., RICS, AAPI, PMP) and knowledge of relevant software and technologies is an added advantage.
- Minimum 3 years experience in residential and commercial properties rental, coupled with at least 3 years supervisory/management experience preferably in a real estate and/or housing environment.
Key Competencies
- Knowledge of real estate, property management, development, and construction principles and techniques.
- Thorough knowledge of general maintenance procedures, budgeting principles, electrical/mechanical systems and life-cycle costing.
- Ability to invite, review and evaluate contractor proposals and bids.
- Proven ability to direct department activities; lead by example; formulate and execute company-wide goals and objectives and assess achievement.
- Good knowledge of the affordable housing industry and applicable state, municipal and local government regulations and ability to secure demolition and construction permits from the appropriate agency.
- Ability to summarize data, draw conclusions and inferences, and prepare reports and/or presentations.
- Proven leadership and mentoring abilities; leading with respect and consideration of all team members ideas and input.
- Good organizational skills and ability to work efficiently under pressure to manage multiple tasks and prioritize for completion.
- Confident financial background and attention to detail to prepare, forecast, review, evaluate and interpret various reports and studies, e.g., project progress reports, cost analyses, investment fund proposals etc.
- High standard of ethics in responding to and analyzing tenants complaints.
- High sense of Integrity and Confidentiality.
- Skill in organizing resources and establishing priorities.
- Demonstrated proficiency using Microsoft Excel.
- Google Drive Suite (Docs, Sheets and Slides).
- Good command in written and spoken English.

Conditions of Service
