Job Summary
We are seeking an experienced, highly motivated, and results-driven professional to join our organization as a Government Payroll Business Manager. The successful candidate will be responsible for driving the growth, profitability, and sustainability of the institution’s Government Payroll Loan portfolio through strategic business development, portfolio management, stakeholder engagement, and effective credit risk management.
This role requires a strong business development orientation, excellent relationship management capabilities, and a proven ability to manage and grow payroll lending portfolios while maintaining high portfolio quality standards.
Job Purpose
The Government Payroll Business Manager will lead the development, management, and expansion of the institution’s Government Payroll Loan business by acquiring new customers, strengthening partnerships with government institutions, ensuring portfolio quality, and driving sustainable revenue growth while minimizing credit risk exposure.
The successful candidate will play a critical role in enhancing customer relationships, improving operational efficiency, and ensuring the effective management of the institution’s government payroll lending operations.

Key Responsibilities
Government Payroll Business Development
- Develop and implement strategic initiatives to grow the Government Payroll Loan portfolio and achieve business targets.
- Identify and acquire new payroll loan customers from government ministries, departments, agencies, and public institutions.
- Promote the institution’s payroll lending products and services to expand market share and customer penetration.
- Identify emerging business opportunities and develop strategies to maximize portfolio growth and profitability.
- Conduct market research and competitor analysis to support business expansion initiatives.
Relationship Management
- Establish, build, and maintain strong professional relationships with key stakeholders within government institutions.
- Serve as the primary point of contact for strategic partnerships and stakeholder engagements.
- Represent the institution professionally during meetings, presentations, networking events, and business development activities.
- Develop and implement customer retention strategies to strengthen long-term business relationships.
Portfolio Management
- Oversee the effective management of the Government Payroll Loan portfolio to ensure sustainable growth and profitability.
- Supervise the end-to-end payroll loan process, from customer acquisition through loan disbursement and repayment.
- Conduct regular portfolio reviews and performance analyses to identify growth opportunities and potential risks.
- Analyze portfolio trends and provide strategic recommendations for continuous improvement.
Credit Risk Management
- Evaluate loan applications and assess customer eligibility, affordability, and creditworthiness.
- Ensure all loan applications comply with internal credit policies, procedures, and regulatory requirements.
- Monitor portfolio quality and implement strategies to minimize delinquency and default rates.
- Conduct periodic risk assessments and proactively identify emerging credit risks.
- Ensure adherence to sound credit administration and risk management practices.
Loan Monitoring and Recovery
- Monitor loan repayments and portfolio performance to maintain high asset quality.
- Develop and implement effective loan recovery strategies and collection plans.
- Lead recovery initiatives and ensure prompt collection of overdue loans.
- Collaborate with relevant stakeholders to resolve delinquency issues and improve portfolio performance.
Regulatory Compliance and Reporting
- Ensure compliance with Bank of Ghana regulations, internal policies, and industry best practices.
- Prepare and submit accurate weekly, monthly, quarterly, and annual business performance reports.
- Maintain proper documentation and records for all payroll lending activities.
- Support internal and external audit exercises where required.
Team Leadership and Operational Support
- Train, coach, mentor, and supervise payroll loan officers and support staff.
- Monitor staff performance and provide guidance to improve productivity and service delivery.
- Collaborate with internal departments to enhance operational efficiency and customer experience.
- Promote a high-performance culture focused on customer satisfaction, compliance, and business growth.
- Perform any other duties assigned by management.
Qualifications and Experience
Minimum Educational Requirements
- First Degree or Higher National Diploma (HND) in:
- Banking and Finance
- Accounting
- Finance
- Economics
- Business Administration
- Marketing
- Public Administration
- Or a related discipline.
Professional Qualifications
Professional certifications in any of the following areas will be an added advantage:
- Banking

Experience
- Minimum of three (3) years’ relevant experience in:
- Government Payroll Lending
- Banking
- Consumer Lending
- Microfinance
- Portfolio Management
- Demonstrated experience managing Government Payroll Loan portfolios will be a significant advantage.
- Prior experience within a:
- Microfinance institution
- Savings and loans company
- Rural bank
- Commercial bank
is required.
