The Country Manager, Cรดte dโIvoire, will lead Starksโ business development, regulatory positioning, and commercial expansion in Cรดte dโIvoire and the wider WAEMU region.
Operating at the intersection of treasury, banking partnerships, and cross-border financial infrastructure, the role will serve as a key anchor within the WAEMU region, integrating Cรดte dโIvoire into Starksโ regional and global network.
The role is responsible for driving institutional relationships, regulatory compliance within BCEAO frameworks, liquidity access, and revenue growth, while establishing Starks as a leading partner for cross-border settlements and treasury solutions in Francophone West Africa.

โข Build and maintain strategic relationships with local and international banking partners.
โข Oversee treasury operations including liquidity management, transaction execution, and cash optimization.
โข Structure and negotiate banking facilities and settlement arrangements.
โข Lead engagement with financial regulators and ensure compliance with Ivorian and WAEMU financial regulations.
โข Secure and maintain all required licenses, regulatory approvals, and operational permissions.
โข Monitor regulatory developments within BCEAO and WAEMU frameworks and implement necessary changes.
โข Identify and onboard corporate and institutional clients across priority sectors.
โข Develop and execute strategies to expand market presence and revenue growth.
โข Represent the company in high-level negotiations, partnerships, and industry engagements.
โข Lead and develop the Cรดte d’Ivoire/WAEMU office in alignment with company objectives.

โข Minimum 10 yearsโ experience in commercial banking, investment banking, financial markets, or related sectors.
โข Strong expertise in treasury management, liquidity operations, and financial markets.
โข Proven track record in business development and institutional relationship management.
โข Strong understanding of WAEMU banking regulations and the WAEMU financial ecosystem.
โข Strategic and entrepreneurial leadership mindset.
โข Willingness to travel locally and internationally when required.
