Position: Human Resources (HR) Manager
Start Date: 1 June 2026, or as soon as possible
Location: Remote
Term: Part-time (50%) Independent Contractor Agreement for 6 months, with possibility for
renewal
Reports to: Operations Director

ROLES AND RESPONSIBILITIES

thrive and deliver on our mission. We are strengthening our HR systems, policies, and processes
to ensure they meet best practice standards and organizational needs. To support this, we seek
an experienced HR Manager who can lead on recruitment, contracting and onboarding, HR policy
development, staff allocations, remuneration frameworks, time management systems, and staff
development, while also supporting the integration of an HR system into our daily operations.


Main Responsibilities:
Recruitment & Onboarding
● Lead and oversee recruitment processes, ensuring fairness, transparency, and alignment
with organizational values.
● Develop and manage onboarding processes that integrate new staff effectively.
HR Policy & Systems
● Review, update, and develop HR policies and staff manuals to reflect best practice and
compliance with relevant laws.
● Develop HR routines and procedures for consistency and efficiency.
● Lead the integration and rollout of an HR system, ensuring staff and managers are trained
and the system is fully functional.
● Create an internal staff handbook/manual.
● Support in managing any HR related queries with GRP’s fiscal sponsors.
Staff Management & Development
● Manage staff allocation processes in line with program, budgets and organizational needs.
● Support the development and implementation of remuneration policies, ensuring fairness
and competitiveness.
● Oversee time sheet management, ensuring accuracy and compliance with donor and
organizational requirements.
● Managing staff development frameworks, including performance management and
capacity building initiatives.


Deliverables & Key Performance Indicators (KPIs)
● Efficient implementation of an HR tool
● Recruitment: Quality of new hire and new hire performance after 6 months.
● Performance & Development: review process and templates for performance reviews,
lead performance review processes, overview and plan of skill growth.
● HR Operations & Compliance: payroll/administrative accuracy, response time to staff
queries, policy compliance.
● Staff Engagement & Retention: staff turnover, satisfaction & engagement scores


QUALIFICATIONS

  • Minimum 5-7 years of HR management experience, ideally in NGOs or international
    organizations.
  • Advanced degree in Human Resources, Organizational Development, or related field.
  • Proven experience in recruitment, onboarding, HR policy development, staff
    management, and staff development.
  • Strong knowledge of HR best practices, labor laws, and compliance requirements.
  • Demonstrated experience with HR systems.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Ability to work in a fast-paced, multicultural environment with discretion and integrity.
  • Fluency in English is a requirement.
  • Priority will be given to nationals from ODA eligible countries.


    TERMS OF THE CONTRACT
    The work related to this TOR will commence on 1 June 2026 and finish on 30 November 2026,
    with possibility for renewal. The period of the contract will be for 6 months, with a one-month
    probation period. There is potential for renewal depending on performance and availability of
    funding. This is a 50% contractor position. The monthly rate is commensurate with qualifications
    and experience, within a range of USD 2,500 to USD 3,000. The candidate should have access to
    a computer, phone and internet connection. The monthly rate is inclusive of the compensation for
