JOB TITLE: Water, Sanitation and Health (WASH) Project Manager
LOCATION: Accra, Ghana, but work is nationwide

JOB SUMMARY:

Under the leadership of the Humanitarian Manager at CBN Ghana, the WASH Project Manager is responsible for providing management and technical oversight in CBN-Operation Blessing Ghana’s Clean Water programs to develop effective WASH (Water, Sanitation and Hygiene) strategies and projects throughout Ghana. This individual will oversee the management, general administration, design, implementation, and monitoring and evaluation of the WASH programs and projects to ensure each achieves its goal and desired outcomes.

DUTIES AND TASKS:

1. Establish relationships and processes with local governments to research and identify potential communities in need of a clean water system.
2. Conduct field visits to the prospective beneficiary communities. Evaluate each in terms of legal and technical constraints for a successful project (landowners, topography, quantity, and quality of water source, etc.).
3. Meet with local church leaders, community leaders and members to conduct Community Profiles, Family Assessments, and School Assessments.
4. Identify community water sources, perform field tests, and take samples of the water to be lab tested for parameters established in OB’s WASH manual.
5. Design basic plans or review the blueprints and construction designs of contractors for each stage of WASH projects.
6. Prepare Project Proposals, including project summary, timeline, budget, technical designs, hydraulic calculations, exit strategy, and Logic Framework to submit to OB HQ for revision and final approval.
7. Prepare MOUs to be signed by any in-country counterparts and agreements with the communities once projects have been approved.
8. Travel regularly to conduct site visits with each community and counterparts to ensure that the construction is according to blueprints and design.
9. Support community water committees and coordinate WASH trainings and technical trainings on how to fully maintain water project systems (including filtration systems, chlorinators, etc.).
10. Carry out the quotations and purchase of the products or services required for the execution of the projects, according to OB purchasing process.
11. Record inventory of material that has been delivered to the community for every stage of construction as well as WASH related inventory that is kept in OB Ghana warehouse.
12. Coordinate with volunteer media teams in country to help identify potential stories of beneficiaries for clean water projects. Ensure Media Releases are signed by beneficiaries, in conjunction with media staff.
13. Support in the hiring of professionals who provide training or execute projects, including the preparation of contracts, OFAC verifications, anti-bribery compliance, etc.
14. Transparently manage funds allocated for the execution of projects. Manage the budget of Clean Water programs, including submitting weekly documentation to close all outstanding payments to the Finance Department. Submit monthly fund requests to the Humanitarian Manager for program and travel expenses.
15. Report weekly activities in DART, with the respective documentation to be able to verify and cross-check the number of beneficiaries.
16. Attend weekly devotional and work meetings with The Humanitarian Manager and coworkers.
17. Work together with other coordinators and/or area managers to develop holistic projects in communities.
18. Send monthly statistics report, agenda of activities, and any other necessary reports to the Humanitarian Manager. Prepare weekly and send the monthly planning for the following month on the last working day no later than 4pm.
19. Submit completion reports to HQ once a project has concluded with its inauguration, according to the WASH manual.
20. Attend monthly meetings via Teams with OB HQ WASH Program Manager and be in constant communication via email on the progress of clean water projects.
21. Complete Program Applications annually, which are to be submitted to Operation Blessing HQ for funding approval.
22. Participate in the coordination of WASH projects during natural disasters or emergency situations when they arise and help assist with disaster relief responses in country as needed.
23. Perform other duties as assigned.

Qualification Required & Experience

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Christian values that align with CBN and Operation Blessing
2. Civil Engineer or Architect; Active Professional License (preferred minimum of 3 years of experience in construction of water systems)
3. Degree in Geotechnical Engineering, Sanitary Engineering, Hydrology, Geology, Geophysics or Hydrogeology (preferred)
4. Knowledge of engineering design, water quality analysis, water systems, hydraulic structures, hydrogeological studies, and well drilling (required)
5. Knowledge of Ghana Standard Authorities’ standards, municipal and district assembly codes, and Development Councils Act (required)
6. Proficient in MS Office, especially MS Excel, with ability to learn new software and technology (required)
7. Familiarity with basic design software, such as EPANET or SketchUp (preferred)
8. Strong project management, budgeting, organizational skills with attention to detail and ability to make sound recommendations (required)
9. Self-motivated with ability to work both independently and as an effective member of a team (required)
10. Flexible with ability to work well under pressure and consistently meet deadlines (required)
11. Excellent oral, written, and presentation skills with ability to train others (required)
12. Experience in non-profit, humanitarian development assistance (preferred)
13. Critical thinker with strong research, analytical skills (preferred)
14. Working knowledge of Monitoring and Evaluation (M&E) best practices (preferred)
15. Ability to travel as assigned, up to 70% of the year within the country (required)
16. Valid driver’s license and experience driving a 4-wheel drive vehicle (required)
