Job Description

The Head of Health, Safety and Environment is to safeguard the health and safety of employees, contractors and visitors working for or on behalf of Ghacem Ltd and protect the environment from harm. Ensure legal compliance by developing and implementing health, safety and environmental policies and procedures.

Your responsibilities are:

  • Assist departmental managers to establish HSE objectives and targets; from which management programs are developed for implementation.
  • Maintain an auditable Environmental, OH&S and quality management system consistent with the ISO 14001:2015, ISO 45001:2018 & ISO 9001:2015 standards.
  • Plan and supervise the routine monitoring and measurement of HSE quality parameters.
  • Regular update of the Risk registers and Operational Control Procedures to ensure that potentially unacceptable risks, significant impacts and quality impacts are reduced to acceptable levels.
  • Prepare monthly Group H&S KPI reports and other management HSE reports.
  • Identify and plan the HSE training needs in consultation with the HSE Manager for all categories of workers including third party employees. Supervise to ensure successful organization of trainings.
  • Plan, prepare and control the annual HSE budget.
  • Supervise to ensure the maintenance and proper upkeep of all safety and environmental monitoring equipment including emergency equipment.
  • Make follow ups on recommendations, NCs or CARs made by Regulators e.g. EPA; External Auditors e.g. SGS; Internal Auditors during internal audits; EHS inspection teams and any other inspection/audit that may be conducted.
  • Assist to renew permits, update Environmental Management Plans, submit quarterly environmental monitoring reports, annual environmental reports and other such related reports to EPA and other regulatory bodies.
  • Assist in the development, implementation and enforcement of safety rules and safe systems of work.
  • Conduct daily inspections to ensure compliance of EHS regulations regarding raw material discharge and cement haulage and issue non-conformance to defaulters if necessary.
  • Responsible for the proper upkeep, handling and documentation of firefighting equipment and testing of emergency equipment.
  • Follow up on EHSQ programs to ensure their complete execution.
  • Shall develop, establish and implement programs for effective facilities and equipment inspection regularly.
  • Conduct incident or accident investigation and maintain records; make recommendations for implementation.
  • Active involvement and participation, including securing of relevant permits/license for the implementation of new projects.

LOGISTICS

  • Implement the Group Driving Safety Standard. Review Gap Analysis and Implement Actions to close any identified gaps
  • Establish road traffic safety goals and objectives
  • Create the necessary awareness among the various groups of workers. Establish, implement and maintain a communication process that considers the various levels of functions including interested parties.
  • Set up appropriate systems for monitoring driver behaviour and for obtaining physical evidence of driving infractions. In particular, the GPS and Camera system shall always be working during a vehicle’s journey.
  • Ensure that appropriate sanctions are implemented to deter stubborn drivers from disrupting the process.
  • Conduct internal audits at planned intervals to provide information on whether the stated objectives for driving safety were being met
  • Plan, prepare, implement, follow up on logistics safety budget and control expenditure
  • Maintain all related documents relating to traffic safety and update regularly.
  • Any other responsibility assigned by the HSE WAR Director

TRAINING

  • Developing and updating training modules and materials in line with the latest safety standards and regulations
  • Train employees on evacuation procedures and emergency responses
  • Train employees to identify potential workplace hazards and implement measures to control or mitigate risks.
  • Plan, prepare, implement, follow up on safety training budget and control expenditure
  • Ensure persons performing any duty or assignment are competent based on appropriate education, training, or experience.
  • Conducting regular safety trainings for employees at all levels.
  • Monitoring and evaluating the effectiveness of training programs and adjusting as necessary.
  • Ensuring that all safety training records are maintained accurately and are up to date.
  • Collaborating with management to develop safety policies and procedures.
  • Providing support and guidance to employees on safety-related issues.
  • Any other responsibility assigned by the HSE WAR Director

The need for flexibility is required and the job holder is expected to carry out any other related duties that are within the employee’s skills and abilities whenever reasonably instructed.

Your Profile:

  • BSc. Chemical Engineering, BSc. Environmental Science or equivalent; Certificate in H&SQ Management; Certificate in Environmental Management; Lead Auditor in ISO 14001 EMS & ISO 45001.                                                                   
  • NEBOSH qualification at least IGC or similar
  • 3 years of relevant experience of which at least 1 year in a similar position. Work Experience in Industrial setting is an advantage.
  • Strong communication and presentation skills.
  • Ability to develop and manage safety training programs.
  • Knowledge of applicable safety laws, regulations, and standards.

  • BUSINESS UNDERSTANDING: Leadership principles, company ethics (code)
  • Key Relationships Internal – Management, Workers, Departments
  • External – Transporters, Drivers, EPA, Traffic Management Consultants, etc. 
  • Overall knowledge of cement technology, Good Computer Knowledge. Integrated Management System (lMS) consisting of Quality. Occupational Health & Safety and Environmental Management Systems (QHSE) that conforms to ISO 9001, ISO 45001 and ISO 14001 standards.
  • Good Communication skills, team player. Fluency in English and French is a plus.
  • Willingness & ability to travel internationally on regular basis.
