Job Description
DTI is seeking an experienced Senior M&E Specialist to provide strategic leadership and technical oversight for institutional and project M&E, strengthening data-driven decision-making, programme accountability, learning, and institutional effectiveness.
𝗞𝗲𝘆 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀
• Lead the design and implementation of institutional and project M&E frameworks, logframes, results frameworks, and performance indicators
• Oversee data collection, analysis, quality assurance, graduate tracking, and institutional performance monitoring
• Design and oversee baseline studies, mid-term and final evaluations, and Data Quality Assessments
• Ensure gender-sensitive and inclusive M&E through appropriate data disaggregation
• Prepare high-quality reports, presentations, policy briefs, and learning outputs for donors, government, and other stakeholders
• Provide technical leadership, mentorship, and capacity building to the M&E team
• Support data-driven strategic planning, programme implementation, and continuous institutional improvement
𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀
• Bachelor’s Degree in Monitoring and Evaluation, Social Sciences, Development Studies, Public Health, Statistics, Economics, Project Management, Educational Planning, or a related field
• Master’s Degree in a relevant field is strongly preferred
• Strong quantitative and qualitative research skills
• Proficiency in M&E and data tools such as SPSS, Stata, Tableau, and Excel
• Knowledge of Results-Based Management, Theory of Change, Logical Framework Approach, and OECD-DAC evaluation criteria
• Knowledge of Ghana’s TVET landscape, including CTVET and NTVETQF
𝗘𝘅𝗽𝗲𝗿𝗶𝗲𝗻𝗰𝗲
• Minimum of ten (10) years’ professional experience in M&E within the development, education, or TVET sector
• Demonstrated experience managing M&E systems for donor-funded projects and educational or TVET institutions
• Experience with international development partners such as Mastercard Foundation, USAID, FCDO, EU, World Bank, or similar donors is highly desirable
• Proven leadership, mentoring, analytical, and stakeholder management skills
